Renters rights in California Mobile Home Park?

I live in a real nice mobile home park, right on the lake, in california. Our water is metered through the park. The park is quite old and lately the water pipes in the park keep breaking and needing repair. Each time this happens they have to notify us and then shut the water off in the entire park. Just this year they have already shut it off 15 times! This is getting very annoying! I am a stay at home mother with children. The mobile home park is not making an effort to resolve the problem. I'm sure the whole park needs to be re-piped and I would rather go through the hassle of that than once or twice a month being shut off. If you live in a mobile park and the water is metered through them who would you compain to? The management and the owner of the park don't seem to care. Don't the tenants who pay space rent have any rights to get this matter fixed? Any help would be appreciated!
